As I understand it, an ATPL (A) holder does not have to re-grade to LAPL (A) If you hold a LAPL medical, then you cannot exercise the privileges of your EASA ATPL, CPL, or PPL. You can either re-grade to a LAPL or obtain a NPPL, both of which may be validated with a LAPL medical. After January 01, 2021, in order to continue relying on that ATPL theoretical knowledge examination issued by the UK CAA for the purpose of obtaining a Part-FCL license or rating the student should undergo flight training at a training organisation under oversight of EASA or an EASA Member State and apply for the issue of the license or rating to one of the EASA Member States competent authorities within the period of validity of the theoretical knowledge examination certificate concerned. The Part-FCL PPL(A) allows you to fly EASA aeroplanes registered in the EU and non-EASA aeroplanes registered in the UK provided that you maintain a valid medical certificate and necessary ratings. The privileges of this licence allow you to fly privately (not for remuneration or for any commercial operation), except that a PPL holder who holds a valid flight instructor (FI) According to EASA Part-FCL, an applicant for an IR(A) shall hold a PPL(A) with a night qualification, or a CPL(A), and have completed at least 50 hours: a. instructional time as student PIC of aeroplanes or helicopters of which at least 10 hours is to be in aeroplanes.

For info: there is a proposal in EASA NPA 29 (consultation has just closed) which would mean you can exercise LAPL privileges with a PPL. Actually the proposal, as stated, would still need a Class 2 to validate the EASA PPL even when exercising LAPL privileges.

Actually the proposal, as stated, would still need a Class 2 to validate the EASA PPL even when exercising LAPL privileges. A UK-issued LAPL is no longer called a UK EASA LAPL: it is a UK FCL LAPL (and similar terms are used for what was a UK EASA PPL: it is now a UK FCL PPL).

My reading of OSR4 exemption E4665 is that I can continue to fly subject to LAPL limitations, until 8th April 2019, provided I complete a medical declaration. But the only form that I can find starts with 5 tick boxes, none of which is “EU PPL to fly EASA The syllabus to be used for PPL examinations may be found in AMC1 FCL.210; FCL.215 to Part-FCL (Link to Regulation & AMC on EASA Website).
